While the FCRA license of Markazul Ighasathil Kairiyathil Hindiyya, a large company based in Kerala NGO linked to influential Sunni leader Sheikh Aboobacker Ahmed, was canceled on August 27 for “misuse” of funds, misrepresentation of facts and failure to file annual returns from FCRA in 2019-20, the People’s Tribal Empowerment Organization and Heavenly Grace based in Odisha Ministries as well as based in Madurai Russ Foundation They received suspension orders under the FCRA on August 28. One of the directors of the Russ Foundation house was arrested in 2019 for allegedly sexually assaulting a 10-year-old inmate.
In July, the Lucknow-based Al Hasan Education and Welfare Organization had its approval of the FCRA suspended over alleged activities related to forced religious conversions. Haryana-based Mewat Trust for Educational Welfare also had its FCRA license suspended for 180 days, though the reasons are still unclear.
Previously, on June 8, 2021, the FCRA’s registration of the Commonwealth Human Rights Initiative, an NGO led by a well-known commentator in northeast Sanjoy Hazarika, was suspended, as was that of the Center for Wildlife Studies based in Bengaluru on April 8, 2021. Suspension of FCRA registration prevents an NGO or association from receiving foreign contributions unless it has the prior approval of the ministry. The NGO’s FCRA bank accounts are also frozen, preventing the organization from using the funds deposited in them. The affected NGO can make a representation before the MHA against the suspension, which, unless revoked, remains valid for 180 days and is followed by a permanent cancellation of the FCRA registration. The Interior Ministry’s list of NGOs whose FCRA license was suspended in 2020 mentions seven organizations: Gujarat-based Vedruna Seva Mandal and Ecreosoculis North Western Gossner Evg Evangelist Associations, New Life Scholarship Association, Don Bosco Tribal Development Society, Association of Evangelical Churches, Rajnandgaon Leprosy Hospital and Clinics and Evangelical Lutheran Church of the North.
