NEW DELHI: India has an invitation for the Moscow format meeting in Afghanistan on October 20 and will participate in deliberations, the Foreign Ministry said on Thursday.
This will be the first Moscow dialogue format since the Taliban takeover of Afghanistan in August.
While India had its first formal contact with the Taliban in Doha on August 31, the Moscow Format is likely to be the first formal contact between New Delhi and the Taliban government after they announced an interim cabinet.
When asked about the meeting, Foreign Ministry spokesman Arindam Bagchi He said: “We have received an invitation to the Moscow Format meeting on Afghanistan on October 20. We will participate in it.”
“I don’t have a final confirmation on who will attend, but we will likely have (participation) at the assistant secretary level,” he said.
Russia has been maintaining the ‘Moscow Format’ of talks since 2017 to address Afghan issues. Several rounds of talks have been held in Moscow since 2017.
On any humanitarian aid that India is extending or has provided to Afghanistan, Bagchi said that India’s policy towards Afghanistan is guided by its friendship with the Afghan people.
India has provided assistance in the past for both infrastructure and humanitarian purposes, he said.
“With regard specifically to humanitarian assistance, you will recall that the UN Secretary General had called a meeting on the subject on September 13 at which the Foreign Minister S Jaishankar He participated. In his speech … our approach to the issue of humanitarian assistance was very clear, “he said.
“This includes India’s willingness to continue supporting the Afghan people, the need for the international community to create the best possible enabling environment, direct, unhindered and unrestricted access to humanitarian aid providers and non-discriminatory distribution,” Bagchi said.
