No annual reports from 21 of 29 info panels: Study | India News


NEW DELHI: Although the Right to Information Act requires each information commission to prepare a report on the implementation of the law each year that will be presented to Parliament or the state legislature, it turns out that 21 of the 29 information commissions Information (CI) (72%) have not published their annual report for 2019-20. Regarding the publication of annual reports on the website of the respective CIs, 7% of the CIs have not published their latest annual report on their website.
These findings are part of an IC performance report card produced by a voluntary organization. Satark Nagrik Sangathan and launched to commemorate the 16th anniversary of the RTI Act on Tuesday. In a section on transparency in the operation of ICs, the report states that the performance of many ICs, in terms of publishing annual reports and putting them in the public domain, was abysmal.
Only the Central Information Commission and the State Information Commissions (SIC) of Arunachal Pradesh, Assam, Chhattisgarh, Gujarat, Mizoram, Nagaland and Uttar Pradesh have published their annual report for 2020 and made it available on official websites. The Andhra Pradesh and Telangana SICs have not published their annual report since the respective SICs were established in 2017, following the bifurcation of the former state of Andhra. The Odisha SIC has not published its annual reports since 2015-16. In the report based on the RTI responses received, the Odisha SIC has stated that the annual report for the period 2019-20 is being prepared.
The report also shows that more than 2.55 lakh appeals and the complaints were pending on June 30 of this year in 26 information commissions. Based on the monthly average drawdown rate and commission processing, the report presents an analysis that shows that 13 commissions would take more than a year to dispose of them. Odisha SIC it would take up to six years and eight months to resolve a matter filed on July 1 of this year.
