Four other state institutions, including two private ones, have found a place in the top 100. The CAG noted the poor research output of this institution, saying that only one patent was published by the university between 2014-2019. “Only one patent was published in the year 2017-18, but it was not granted until the date of the audit. Regarding consultancies, Utkal University had received 71.74 lakh rupees as receipts for four consulting projects between 2014-19, ”the CAG report reads.

The CAG report further indicated that the percentage of research work completed at Utkal University remained low (16 percent) and not very encouraging. “The publication of research articles by professors needs a boost in the right direction, especially in the case of universities. The development of patents and consultancies and the connection between industry and academia must be motivated in universities and initiated in universities, ”said CAG in its recommendation. Although Utkal University has managed to rank 87th in the NIRF university category, it has scored poorly on the research parameters.
There are five parameters in NIRF for rating an institution. These are Teaching, Learning and Resources (TLR), Research and Professional Practice (RP), Graduation Outcomes (GO), Outreach and Inclusion (OI), and Perception. All these parameters have 100 marks each.
Utkal University scored 41.99 out of 100 in TLR, 13.78 in RP, 72.66 in GO, 50.52 in OI and 34.80 in peer perception. He got only 13.78 out of 100 in RP due to poor research production.
Educators said the university seriously needs motivation to strengthen its research ecosystem.
Asoka Kumar Das, vice president of the Odisha State Council for Higher Education and former vice chancellor of the university, said that there is no difference between the school / college and the university if the latter does not place an emphasis on research. “All stakeholders must work together to strengthen the research ecosystem. We have started this work in this direction. Hopefully the state goal is achieved ”, he added.
Siba Prasad Adhikary, former VC of FM University and former professor at Utkal University, said that the huge vacancy of teaching positions is the main reason behind the poor research output. “Of the 257 sanctioned posts, 126 teaching posts are vacant at Utkal University. If you don’t have half the positions in your college, how can you think about the research results? Even candidates registered for doctoral course work may not get guides to start their research work due to a shortage of teachers, ”he added.
A university professor said that his institution must improve the quantity and quality of publications. It should file more patents and work consistently on intellectual property rights (IPR), he added. “To get a good perception and ranking, we need to get more funding for research and obtain consulting amounts from different governmental and non-governmental organizations or companies for research work,” said the professor.
